Helmet reconditioning proposal

The Arkansas Football Coaches Association is backing a proposal that would put all proceeds collected from junior high football scrimmage games toward the reconditioning of helmets. However, the Arkansas Activities Association has informed the coaches association that they are against this proposal. I do not know the reason they are against this, but I will try to find out.
